On February 28, 2026, at approximately 1:32 am, Saint Cloud Police Officer Thomas Anderson was patrolling the downtown area near the 100 block of 5th Avenue South when he observed a female, later identified as A.M., running northbound on the sidewalk on the west side of the road toward Officer Anderson and waiving her arms. A.M. Ran into the street and approached Officer Anderson's squad car on the front passenger side and stated that her boyfriend, later identified as Orion Robert Flicker [DOB REDACTED], Defendant herein, had "beat the crap out of her." Officer Anderson observed A.M. Was bleeding from her mouth and nose and had multiple signs of injury to her arms and neck.
Defendant and A.M. Are family/household members. Officer Anderson and A.M. Moved to the parking lot just south of the Red Carpet and Officer Jaden Pikula arrived to assist. At that time, A.M. Told officers Defendant had pushed her to the ground, hit her, and put his shin across her neck. A.M. Did not want to provide any more information at that time, so officers drove her home. A short time later, dispatch received a call from A.M.'s mother who indicated A.M. Now wanted to talk about what happened further.
Officer Pikula went to the residence to take a statement from A.M. Who reported she and Defendant had been out at the bars and at some point walked to his apartment in downtown. At the apartment, the verbal argument escalated into a physical fight. A.M. Was attempting to get Defendant to talk to her when he pushed her to the ground and grabbed her phone. A.M. Stated Defendant was then sitting on her chest with his leg on her neck, and she was saying that she couldn't breathe. A.M. Also told Officer Pikula her voice felt different than it normally did.
A.M. Reported feeling like she couldn't take a full breath and being worried she would pass out if Defendant didn't get off. A.M. Was able to get Defendant off of her and Defendant then ran to the downstairs parking garage. A.M. Followed and continued trying to talk to him. A.M. Admitted she climbed on to Defendant's car to prevent him from driving, as they were both intoxicated, and at one point Defendant rolled the window up when she was reaching inside the vehicle. A.M. Was pushed to the ground again and felt a lot of pressure on her nose, which started bleeding.
Defendant was on top of her and she tried to get him off. A.M. Eventually was able to leave the apartment complex and found Officer Anderson by the Red Carpet. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named Defendant, on or about February 28, 2026, in the City of Saint Cloud, County of Stearns, State of Minnesota, committed the offenses described herein.
