A sworn officer with the Minnesota State Patrol duly states the following facts establish PROBABLE CAUSE: On or about October 19, 2025, at approximately 6:01 P.M., Trooper Ryan Moeser observed a vehicle, bearing Minnesota license DTZ371, traveling visually fast in the eastbound lanes. Trooper Moeser captured the vehicle with DragonEye Lidar traveling 87-mph slowing down to 85-mph in a 65-mph zone. A traffic stop was initiated for speeding at [ADDRESS REDACTED] 10, within the City of Sartell, County of Benton, State of Minnesota.
Trooper Moeser made contact with and identified the driver by his Minnesota driver's license as Jeff Albert Hartwig, [DOB REDACTED], the defendant herein. Trooper Moeser detected a strong odor of a consumed alcoholic beverage coming from the defendant. The defendant stated the speed limit was 65-mph and he was going 70-mph. The defendant also stated he had one beer earlier. The defendant was requested to exit to perform Standardized Field Sobriety Tests. During testing, the defendant displayed validated clues of impairment and submitted to a PBT which registered a result of.178. The defendant was placed under arrest and was transported to the Sauk Rapids Police Department.
Upon arrival, at approximately 6:26 P.M., Trooper Moeser read the Minnesota Breath Test Advisory to the defendant. The defendant stated he understood the advisory, did not wish to consult with an attorney and agreed to complete a breath test. At approximately 6:43 P.M., the test was administered using the DataMaster DMT. The registered results of the defendant's test revealed a breath alcohol concentration of 0.18. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute the complainant's basis for believing that the above-named defendant, on or about October 19, 2025, in the City of Sartell, County of Benton, State of Minnesota, committed the described offenses.
