At approximately 9:30 A.M. On or about 5/4/2025, Wayzata police officers were dispatched to a welfare check on a driver of a white van parked near the intersection of Lake Street West and Ferndale Road South, Wayzata, Hennepin County, Minnesota. Callers noted that the driver appeared intoxicated, was flailing his arms and screaming at passersby, and had music blaring from inside the van. Upon arrival in the area, unfirmed officers driving a marked squad vehicle observed a white Ford Econoline van (MN 540XDH) matching the callers’ description.
It registered to REIS ALLAN TUEFFEL (Defendant). Defendant saw the officers and then proceeded eastbound on Lake Street and crossed the center yellow line with the driver’s side of his van. An officer activated his squad vehicle’s emergency lights and got behind the van to initiate a traffic stop. Defendant did not stop, so the officer activated his squad vehicle’s siren. Defendant then stopped the van. While interacting with Defendant, officers noted several signs that Defendant was impaired. Defendant was saying things that did not make sense to the officers, including, “It is the greatest days, brother.
You know when I die, they bring me back to life every time." When an officer asked Defendant for proof of auto insurance, Defendant responded, “F****** great! My best friend is not murdered” or words to that effect. Defendant refused to get out of the van, then stepped on the accelerator and began driving away from the officers. The officers were able to box Defendant in with their squad cars after he fled approximately one block. Defendant continued to refuse to exit the van. Officers eventually shattered the passenger window and removed the keys from the van’s ignition.
They then removed Defendant from the vehicle and placed him under arrest. A search of his person revealed a glass pipe and a lighter. Medical personnel drew a sample of Defendant’s blood pursuant to a search warrant. Subsequent testing revealed the presence of methamphetamine, a Schedule II controlled substance. Defendant is not in custody.
