On May 14, 2026, law enforcement received a report of a disorderly male in the area of Main Street in the City of Centerville, Anoka County. Victims 1 and 2 reported that they had been inside of their residence when a male from the apartment building behind them began to yell at them through their open window, telling them to close their windows. They did not engage with the male and he eventually walked away. He returned a few moments later again yelling and swearing at Victims 1 and 2, carrying a crutch in his hand which he ultimately threw at the house.
The male had been yanking on the fence of the victims’ residence and was saying “I will be watching you.” The victims did not know the male and called law enforcement for fear of the males escalating and erratic behavior. Officers arrived in the area and located a male that matched the suspect’s description who was talking in a loud and angry tone, seemingly to himself. When he noticed officers approaching him, he immediately began to walk away from officers, telling them no. Officers could smell the odor of alcohol on the male who continued to be irate towards officers.
Officers ultimately determined that the male would be detained and when they attempted to take him into custody, he exerted significant physical force to resist their efforts. Officers ultimately determined that he would be transported to jail and while attempting to move him towards a squad car, he continued to physically resist, attempting to pull away from officers. Once he was in the squad car, through investigative efforts officers were able to identify him as BRIAN JOSEPH RASMUSSEN ([DOB redacted]). While in route to the jail the Defendant began to threaten Officer Pineault who was transporting him.
The Defendant made several threatening comments including: “You gonna let me walk so that I don’t take out your whole family?” “You’re gonna die tonight. If you don’t drop me off, you’re gonna die tonight.” "You wanna let me go or do you want your family to die" “My foot is going through your face” “I’m going to slit your throat and your families throats” "I’m going to kill your family” The Defendant then spit on the glass partition that the officer had closed earlier, believing the defendant would attempt to spit on him.
The Defendant then said that Victim 3, his significant other, was dead inside of the apartment and officers weren’t going to do anything about it. Officers then completed a welfare check and learned Victim 3 was not at the apartment but was safe elsewhere. Victim 3 then returned to the area and told law enforcement she had left the apartment she shared with the Defendant in Centerville. Victim 3 told officers that on Tuesday, May 12, 2026, while in their apartment they had gotten into an argument and he had pushed her into the wall, telling her he was going to kill her.
