On 02/06/2026 at about 0318 hrs., a Minnesota State Trooper was monitoring traffic on eastbound I-94 from a ramp at Pascal St. In St. Paul, Ramsey County when an Audi Q5 SUV (MN/ZCB693) passed the Trooper’s position driving at about 101 MPH. As the Trooper followed, the vehicle accelerated to about 112MPH. The Trooper stopped the vehicle at Marion St. In St. Paul, Ramsey County. The driver was identified as Jihad Hassan MU-WATTA (AKA Jihad Mu-Watta WILLIAMS) [DOB REDACTED]. MU-WATTA said he had a felony warrant and agreed he had been driving at double the speed limit.
MU-WATTA smelled faintly of consumed alcoholic beverage and moderately of burnt cannabis. His face was sweaty and his pupils were dilated and were slow to react to the Trooper’s flashlight. MU-WATTA spoke rapidly and swayed while standing. MU-WATTA admitted to consuming a shot of alcohol and smoking a THC blunt at a strip club and the Trooper could see a white substance in MU-WATTA’s naval cavity. After performing poorly on standardized field sobriety tests, MU-WATTA denied use of stimulants. MU- WATTA’s pupil size, however, was 7.0mm and both pupils were slow to constrict when the Trooper introduced a flashlight beam.
MU-WATTA provided a PBT sample, with result of.016 BrAC. As MU-WATTA was being arrested, he tried to take a wad of cash from his jacket pocket and give it to a passenger in the vehicle. The Trooper stopped him. In the wad, the Trooper found a plastic bindle containing suspected narcotics and a short plastic straw. MU-WATTA said the substance was “just a little shit.” MU-WATTA was transported to Regions Hospital. There, Pursuant to a search warrant, the Trooper obtained a sample of MU-WATTA’s blood, which was submitted to the BCA. MU-WATTA declined a formal interview.
The substance found in the wad of cash later tested positive for cocaine with a net weight of.3 grams. And the BCA later reported the presence of enzoylecgonine, a metabolite of cocaine, in MU-WATTA’s blood. MU-WATTA has at least one active warrant. For purposes of Rule 6.
