The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On October 30, 2025, at about 4:30pm, the Minnesota State Patrol received a report of a gun-pointing incident on eastbound Highway 36 approaching Interstate 35E, Little Canada, Ramsey County. ECB ([DOB REDACTED]) told officers that while he was driving on that stretch of highway, he noticed a Chevrolet Malibu driving erratically behind him. He said that he moved over to let the Malibu pass but that once the Malibu was in front, it began to swerve widely.
He said that as he passed the Malibu (in order to get some space from it), its driver pointed an apparent handgun at him. He said that the Malibu then continued onto northbound 35E. He said that the driver appeared to him to be a Black male. Surveillance video was recovered. The incident itself was not captured, but the Malibu can be seen passing multiple vehicles on the shoulder of the highway. In a follow up interview, ECB reiterated his initial statements. He said that as he passed the Malibu, the other driver waved the gun around then pointed it at him.
He said that he quickly hit the brakes. The registered owner of the Malibu is the defendant, ALEXIS CIERA MUNN ([DOB REDACTED]). An investigator contacted the defendant by phone several days after the incident. She confirmed that she had been driving eastbound on Highway 36 at the time of the incident. She claimed that both a green van and a dark-colored Toyota had been driving erratically. (ECB was driving a maroon Grand Cherokee.) She said that the van pulled next to her and began to swerve toward her.
She claimed at first that the vehicle’s driver had pointed a gun at her; she then changed her account to say that the driver had made hand gestures with his phone and grabbed a large object that might have been a gun. She denied doing anything in retaliation and denied having had a gun with her. Additional Threats On the same day that the investigator spoke with the defendant (November 4), Minneapolis Police received a report that the defendant had pointed an apparent weapon at others during a driving dispute.
She was located in the Malibu, inside of which was a BB gun resembling a real gun; its orange tip had been cut off to make it appear like a firearm. In a Mirandized interview, she admitted to having displayed the BB gun; she claimed at first that the others involved had brandished a gun first but then admitted that they had not had a gun at all. She faces a pending charge of Threats of Violence (Case No. 27-CR-25- 28440). About ten days later (November 14), troopers received yet a third report that the defendant had pointed an apparent weapon at another driver during a road-rage dispute, this time in Eagan.
Another BB gun resembling a real firearm – with the orange tip removed – was found in the Malibu. In a Mirandized interview, the defendant again acknowledged the interaction but claimed that this driver, too, had threatened her. She said that she had responded by brandishing a taser which resembled a real gun. She said that she had disposed of the taser in a trash can at a construction site in Bloomington, though she then provided an address in Minneapolis. Troopers brought her to the address, which was found to contain neither the trash can nor the construction site.
