On April 13, 2026, Woodbury Police Department Officer Mattson was dispatched to Kohl's at 7100 Valley Creek Plaza in Woodbury, Washington County, Minnesota for a report of a theft. Upon being dispatched, Officer Mattson contacted the reporting party, a loss prevention officer, MT, at Kohl's, via phone. MT advised that two individuals had entered the store and were selecting and concealing merchandise. He advised that the individuals entered the store at 1910 hours and immediately went into the bathroom.
MT said that he thought the two were removing tags from merchandise stolen from another store because a Kohl's associate went into the bathroom and smelled a burning odor, which was indicative of the tags being burned off. After the suspects left the bathroom, they selected other merchandise and attempted to leave the store without paying for the merchandise. Officers intercepted and stopped the two suspects, identified as CTB [DOB REDACTED] and JIMMY LEE TATUM [DOB REDACTED]. CTB was read a Miranda warning and gave a statement to officers, wherein she admitted to stealing merchandise from the store.
She was searched incident to arrest and officers found a credit card on her person, belonging to YMG, who resides in Burnsville, Minnesota. Officers also found suspected stolen merchandise from Target. Subsequent investigation by officers revealed that both CTB and Tatum were at Target in Woodbury on March 13 before going to Kohl's. Investigators were able to obtain surveillance footage from Target on March 13, which showed CTB stealing clothing from Target. They were also able to obtain surveillance footage and receipts, showing that Tatum used a credit card belonging to YMG, to purchase gift cards from Target, totaling $530.00. Investigators made contact with YMG on March 24, 2026. YMG advised that she had lost several credit cards around March 9, 2026, including the one that was used to make the $530.00 purchase from Target on March 13. She said that she did not know either CTB or Tatum and she did not give either of them permission to use her card.
