Complainant is Maple Grove Police Department Officer Brian Eaton. Complainant states that on October 4, 2025, at approximately 10:04pm, officers were dispatched to a motor vehicle crash in the area of Pineview Lane North in the city of Maple Grove, Hennepin County, Minnesota. Multiple reporting parties called in stating a male driving a white sedan drove into a parked car. Upon arrival, officers observed a white sedan had struck the driver's side of a parked vehicle. The sole occupant was the driver, later identified as RILEY STEPHEN MCFARLAND [DOB REDACTED]. When speaking with MCFARLAND, officers detected an odor of alcohol coming from him as he spoke.
Officers also observed MCFARLAND had bloodshot and watery eyes. MCFARLAND admitted to officers that he had two alcoholic beverages before the crash and stated he was leaving a different bar and going to pick up a friend at the Lookout Bar. MCFARLAND stated his vehicle "jerked to the right" causing the collision. MCFARLAND was requested to exit his vehicle and participate in Standardized Field Sobriety Tests (SFSTs). During HGN, officers observed lack of smooth pursuit, dinstinct and sustained nystagmus at maximum deviation, and nystagmus prior to 45 degrees in both eyes.
During the walk and turn, officers observed that MCFARLAND started prior to the instructions being completed and did not touch heel to to as instructed on multiple steps. On the one leg stand, MCFARLAND was observed swaying and put his foot down to regain balance. MCFARLAND was asked to give a PBT sample and provided a reading of.187 BAC. MCFARLAND was placed under arrest and transported to the Maple Grove Police Department where he was read a Breath Test Advisory. MCFARLAND was unable to give a proper sample despite multiple instructions and attempts.
A search warrant was obtained for blood or urine and MCFARLAND was advised of the warrant. MCFARLAND was transported to the Maple Grove Hospital where he provided a blood sample at 12:35am, which was outside the two hours of driving conduct. On October 13, 2025, officers received the toxicology results from the BCA, which revealed MCFARLAND to have an ethyl alcohol concentration of.175 +/-.010 grams per 100 milliliters of blood with a 99.73% level of confidence.
