On April 20, 2026, Oak Park Heights police officer was on routine patrol near the intersection of Osgood and Hwy 36 in the city of Oak Park Heights, Washington County, Minnesota and saw a vehicle waiting to turn with no oncoming traffic causing it not to turn. The vehicle was registered to Susan R. Carlson, [DOB REDACTED], Defendant herein. Defendant's driver's license was cancelled and the vehicle's registration expired in June 2025. Defendant's vehicle was stopped. Law enforcement spoke with Defendant.
Defendant said that she did not have current insurance on the vehicle. Officers wrote a citation for Defendant and returned to the vehicle to explain it. Officer then told Defendant that the vehicle would be towed. Defendant then said something and locked the doors and rolled up the windows of the vehicle. Defendant then put the vehicle into drive and left the scene. Officer followed Defendant without activating lights or sirens. Deputy pulled his squad alongside Defendant, and she pulled her vehicle around it and continued to drive.
Defendant drove her vehicle to her home and pulled it into her garage. Defendant refused to exit the vehicle. Defendant remained seated in her vehicle, clutching her dog and bag. Eventually officers were able to get her safely out of the vehicle. Defendant was arrested and read her Miranda Rights. Defendant said she couldn't afford to pay for a tow or the citation, so she had to leave the scene. Due to Defendant's medical conditions, she was not booked into jail and released to her residence.
