On April 3, 2025, at approximately 6:40 P.M., officers were on patrol when they observed a vehicle parked in the driveway of a house known to be associated with narcotics activity. The vehicle was parked so that it could leave the driveway quickly, and the door of the vehicle was open while the vehicle was unattended. Officers watched the vehicle and observed a male leave the house, enter the vehicle, and drive away avoiding major roads by going through parking lots. Officers performed a check of the license plate and found that the registered owner had a revoked driving status.
When the officers observed the vehicle make a traffic infraction, they pulled the vehicle over in the area of University Avenue NE and 91st Avenue NE, City of Blaine, within the County of Anoka. The driver was identified as Chad Terry Curtis Pryor [DOB REDACTED], hereinafter Defendant. Officers observed hypodermic needles on Defendant’s person and in the vehicle. Officers believed Defendant appeared nervous because of the hypodermic needles, and Defendant provided details about his travel that were inconsistent with where he was driving.
Defendant informed officers that he had knives on his person and gave officers permission to search his person but not his vehicle. In a search of Defendant’s person officers found a loaded hypodermic needle and a baggie that contained a crystalized substance suspected to be methamphetamine. Defendant was placed under arrest. Two hypodermic needs and the baggie were sent to the Midwest Regional Forensic Laboratory for testing. One hypodermic needle contained 0.096 grams of methamphetamine, the other hypodermic needle contained 0.165 grams of methamphetamine, and the crystal substance tested as 0.828 grams of methamphetamine.
In sum, Defendant was in possession of 1.089 grams of methamphetamine. Defendant has a prior felony fifth-degree drug possession conviction from September 24, 2015, in court file no. ••-CR-••-••••.
