On October 19, 2025, at 5:40 PM, deputies at the Hennepin County Jail in Minneapolis, Hennepin County, Minnesota, were notified that medical staff was evaluating an inmate, identified as Victim, [NAME REDACTED] injuries and an obvious laceration injury to his right eye, which were indicative of being assaulted. Victim's injuries necessitated medical treatment at HCMC. Medical records provide that Victim suffered a fracture of his orbital bone near his right eye, a bruised retina, and an eyelid avulsion/tear, which required multiple sutures in two separate locations to repair.
Victim was uncooperative with efforts to identify the cause of his injury. Investigators reviewed surveillance video of the quad where Victim [NAME REDACTED]. The quad included tables and seating for inmates, where approximately a dozen inmates were located, peacefully watching a football game on television and chatting. The quad also has equipped with multiple wall-mounted telephones for inmates to use. Investigators observed that, at approximately 3:00 PM, Victim [NAME REDACTED] in the quad, wearing a jail- issued blanket as a shawl, having a conversation on a wall-mounted telephone.
Victim was standing several feet away from another inmate, who was on another wall-mounted telephone. That other inmate was identified as Dijon Davis, the defendant in this case. At 3:02 PM, Defendant gestured at Victim, inviting him to join come over to his telephone. Victim, [NAME REDACTED] in the blanket, left his telephone conversation and walked over to Defendant. As Victim [NAME REDACTED], it was apparent that Defendant was taller than and physically superior to Victim. At that time, Defendant offered Victim [NAME REDACTED]. Victim [NAME REDACTED], placed it to his ear for several seconds, and then handed it back to Defendant.
Defendant let the receiver fall, leaving it hang from the cord connected to the wall. At that moment, Defendant abruptly punched Victim with a closed left fist in the face and proceeded to assault Victim. Victim attempted to retreat and then, when cornered by Defendant, unsuccessfully attempted to defend himself. Defendant continued pummeling Victim [NAME REDACTED]. At one point, Victim clearly gave up defending himself, hunched over onto the table, and just tried to cover his head with his arms.
Defendant disregarded Victim's surrender and continued to strike Victim [NAME REDACTED], directing multiple blows to Victim’s head. Investigators observed that, after connecting blows to Victim's head repeatedly, Defendant eventually stopped assaulting Victim. He walked back to his telephone, picked up the receiver, spoke for a few seconds into the receiver, and then hung up the phone. Defendant then strutted over to the corner of the quad, where numerous other inmates were sitting, and appeared to be speaking to his fellow inmates, pacing around, and making brash gestures.
