Your Complainant is a Deputy with the Steele County Sheriff's Office. Investigation has revealed that on January 7th, 2026, at approximately 1:54AM, Sergeant Holm was on routine patrol in a fully marked squad car. Sergeant Holm was Westbound on Crane Creek approaching 92nd Avenue Northwest in Meriden, MN, County of Steele. Sergeant Holm observed a vehicle traveling Eastbound on Crane Creek at a high rate of speed. Sergeant Holm activated his front opposite radar and received a reading of 73MPH in a 55MPH zone, he locked the speed at 73MPH. As the vehicle went past, Sergeant Holm activated his emergency lights to catch up to the vehicle.
As Sergeant Holm was approaching the pickup he was unable to read the license plate due to dirt/debris on the plate. The vehicle continued Eastbound on Crane Creek without pulling over. Sergeant Holm activated his siren and informed dispatch of the vehicle not stopping and that he was Eastbound on Crane Creek coming up to 82nd Avenue Northwest. At this time the vehicle slowed down to 50MPH. Sergeant Holm switched siren tones, at this time Sergeant Holm had full emergency lights activated and had tried two different siren tones.
The vehicle continued Eastbound on Crane Creek at speeds ranging between 40MPH-50MPH, dispatch stated via radio a female called in stating they were driving the vehicle and she has PTSD, she is not stopping and was going to her parents house on the 100 block of Lewis Drive in Owatonna. The female identified herself as Amanda Kotek, who Sergeant Holm knows from numerous Law Enforcement contacts. Amanda Kotek was fully identified as Amanda Jo Kotek ([DOB REDACTED].) Due to the time of night, no other vehicle traffic on Crane Creek and speeds ranging from 40-50MPH, Sergeant Holm requested stop sticks be set up in front of the pursuit in an attempt to stop the vehicle.
Kotek continued Eastbound on Crane Creek, continuing to refuse to stop her vehicle. As Kotek approached 52nd Avenue Northwest she ran over the deployed stop sticks, with the stop sticks striking both left side tires. Kotek continued Eastbound on Crane Creek at around 30MPH before losing air in the tires, and ultimately completely losing the rear driver side tire, driving on the rim. Kotek continued Eastbound on Crane Creek until she turned right (Southbound) on 39th Avenue Northwest and into the TC Custom Carts parking lot where she stopped.
Sergeant Holm exited his squad car and approached the vehicle as the driver's side window was down and he gave a loud verbal command of "Amanda get out of the car, you're under arrest," Sergeant Holm had his department issued firearm drawn and pointed downward as he approached the driver's side door. Sergeant Holm holstered his firearm, opening the driver's side door and taking a hold of Kotek's left arm and told her multiple times to step out of the vehicle and she was under arrest. Kotek eventually exited and was placed in handcuffs behind her back.
