Furthermore, homeless offender must complete weekly check-ins with law enforcement until primary residence is established. Offender must register any change with the name(s) and address(es) of each institution of higher education where offender enrolls, works, or carries on vocation and any changes in vehicles, employment, any property offender owns, leases, or rents in Minnesota, or any address where the offender stays overnight on a regular occasional basis when offender is not staying at their primary address, within five days of the change.
KERR is not in compliance with MN BCA POR requirements for the following reasons: 1) Failure to register a primary address, where he would be residing, at least five days prior or within 24 hours, if homeless. KERR’S current whereabouts were unknown until his arrest on 03/24/2026. As of 12/11/2025 KERR’S last registered address was [ADDRESS REDACTED] which is a Homeless shelter in St. Paul, MN. KERR has not completed a weekly check-in thereafter. 2) Failure to return address verification requests within ten days.
The MN BCA mailed KERR his Address Verification form on 08/11/2025 and it was not returned. The MN BCA mailed a second Address Verification form on 10/17/2025, a third Address Verification form on 12/17/2025 and a fourth Address Verification form on 02/10/2026 and all three were returned to the MN BCA by the USPS. For purposes of Rule 6.02, KERR has an open case for 5th Degree Drugs (27-CR-25-25714).
