On October 14, 2025, at approximately 2:18 A.M., while in the City of Duluth, St. Louis County, State of Minnesota, a Minnesota State trooper was driving southbound on Highway 194 when they observed a vehicle traveling in the opposite direction northbound on Highway 194. Both approached the intersection of Highway 194 and Arlington Road. This vehicle was in the right lane when it made a sudden and dangerous left turn from Highway 194 onto Arlington Road. The vehicle would have likely hit the patrol vehicle had they not braked in time.
Trooper observed that the vehicle displayed Minnesota License Plate [PLATE REDACTED]. Trooper activated the patrol vehicle’s lights, and the suspect vehicle came to a slow stop on the shoulder before inching forward and coming to another stop. The driver was identified as KOBE WAYNE ADAMS, [DOB REDACTED], the Defendant herein, and was observed to have breath with an odor of an alcoholic beverage, bloodshot watery eyes, slurred speech, and failed to correctly perform field sobriety tests, including failing a PBT with a result of 0.179 BrAC. The Defendant stated that he had five or four drinks.
The Defendant was placed under arrest for driving while under the influence of alcohol. A search warrant was drafted, signed by Judge Shawn Pearson at 3:22 A.M., and executed for a sample of the Defendant’s blood/urine. The trooper read the search warrant advisory to Defendant who agreed to a blood draw. Defendant’s blood was drawn from his right arm at 4:14 A.M. The BCA laboratory report states the Defendant’s blood contained 0.157 g/100mL at the time of the blood draw.
