On or about December 6, 2025, at approximately 3:01 AM., officers with the Minnesota State Patrol were driving on eastbound 94 when another officer advised that a black dodge Durango failed to move over while the officer was on a traffic stop. The officer further noted the vehicle was driving on its rim and was sparking. Officers were able to get the vehicle on camera, and advised the vehicle took the westbound 694 ramp from northbound 94. Officers in the area of [ADDRESS REDACTED], in Brooklyn Center, Hennepin County, Minnesota, located the vehicle as it matched the description of the vehicle aired by other officers.
Officers initiated traffic stop and activated emergency lights. The vehicle moved to the right shoulder and when coming to a stop, the vehicle drove off the roadway and into the snow off the roadway. When officers reached the driver’s door, the officer could smell a strong odor of an alcoholic beverage emitting from the vehicle. The officer then noticed the driver had watery and bloodshot eyes. The driver identified herself as CIERRA QUEEN JOHNSON [DOB REDACTED], Defendant herein. Defendant stated that she was coming from a gathering.
Officers asked her when was the last time she had had anything to drink, and Defendant stated “9-11 years old.” Defendant was slurring her words and was not making sense. Defendant stated her kids were in the vehicle and there were no kids in the vehicle. Defendant had fresh damage to the front end to her vehicle. Defendant stated it was not fresh. When examining the damage, officers noted it had no road grim/debris in it, like the paint did on the side of Defendant’s vehicle. Officers had Defendant step out of the vehicle and performed the horizontal gaze nystagmus field sobriety test.
Defendant exhibited all six signs. Defendant was not dressed for the weather conditions and was wearing heals. Defendant was unable to follow direction, given those reasons, no other standard field sobriety tests were completed. Officers asked Defendant how many total drinks she had tonight and she stated a few drinks. When asked on a drunk scale from 0-10 how drunk she was, Defendant stated she was a 2. A PBT was administered and Defendant gave a proper breath sample with a reading of 0.188. Defendant was placed under arrest and transported to the Hennepin County Jail.
At approximately 4:11 AM, officer read Defendant the Motor Vehicle Breath Test Advisory at the Hennepin County Jail. Defendant understood everything and she did want to speak to an attorney. Attorney time Started at approximately 4:12 AM. Defendant ended her attorney time at 4:14 AM. During her attorney time, Defendant would not move to let officers uncuff her for her to call an attorney. Defendant would not walk to the phone. When asked again if Defendant would like to make a phone call to her attorney, Defendant stated no, ending her attorney time.
