On August 25, 2025, at approximately 9:47 P.M., Hopkins Police Officer Schweiger was on patrol when he observed a vehicle traveling at a high rate of speed southbound on 10th Avenue South in the City of Hopkins, Hennepin County, Minnesota. The vehicle slammed on its breaks and barely stopped in time for the stop sign at 1st Street South. Officer Schweiger believed the vehicle was about to go through the stop sign and strike his squad, so he stopped to allow the vehicle to go. Officer Schweiger followed the vehicle, which was a silver Honda Civic bearing Minnesota license plate [PLATE REDACTED], and observed the Honda fail to come to a complete stop at the stop sign at the intersection of 11th Avenue South and 7th Street.
Officer Schweiger queried the license plate and learned the registered owner, COREY BOOKER, [DOB REDACTED], the defendant herein, had a suspended driver’s license. Officer Schweiger initiated a traffic stop and made contact with the defendant driver. While speaking with the defendant, Officer Schweiger observed the defendant’s speech was slurred and he had bloodshot eyes. The defendant was instructed to exit the vehicle to perform field sobriety tests. The defendant displayed four clues of impairment on the HGN test, lack of convergence, poor balance, and difficulties following instructions.
During the modified Romberg test, the defendant displayed eyelid tremors in both eyes and estimated the passage of 30 seconds in 20 seconds. When asked how much marijuana he smoked on this date, the defendant responded a couple of hits around 7:00 P.M. The defendant was placed under arrest. Officers obtained a search warrant for a sample of the defendant’s blood and urine. A sample of the defendant’s blood was obtained and sent to the bureau of criminal apprehension for analysis which revealed 0.032 mg/L of Cocaine and 0.78 mg/L of benzoylecgonine (a metabolite of cocaine) in the defendant’s blood.
Because a Schedule I or II controlled substance was identified, no further toxicological analysis was performed. Routine checks confirm the defendant driving privileges were suspended on 06/21/2018 and remained so on the above date. PLEASE TAKE NOTICE: Pursuant to Minn.
