On 07/26/2025 at approximately 0128 hours, the Edina Police Department initiated a traffic stop of a vehicle near the intersections of Highway 62 and Highway 100 in Hennepin County. The vehicle had an inoperable left tail-light and was observed swerving in and out of its lane. The driver and sole occupant was identified as KIVIAN LAMONDREY HEARD, [DOB REDACTED] (HEARD). HEARD identified himself by MN Instructional Permit, not by license, and he was confirmed valid with an instruction permit. HEARD did not provide proof of insurance.
When HEARD looked in the locked glove box, law enforcement heard a "clunk" that, based on training and experience, possibly sounded like a firearm falling forward. Law enforcement learned that HEARD is prohibited from possessing a firearm through a conviction for Second Degree Murder in ••-CR-••-••••, sentenced on 12/15/2011. HEARD was out on parole. Law enforcement attempted to assist HEARD with charging his phone and providing insurance but HEARD never provided proof of insurance. HEARD admitted that there were vape pens in the vehicle and that one was in an open package.
HEARD seemed erratic and overly chatty; he waved his arms and had difficulty standing still. Law enforcement asked HEARD for the keys to the vehicle and HEARD refused. HEARD then ran around vehicles and it appeared that he was trying to gain access to squad cars. Law enforcement utilized tasers that were ineffective. At one point, HEARD grabbed at an officer's taser. HEARD lifted up his shorts and assumed a fighting stance. HEARD eventually reentered his vehicle and took off at a high rate of speed, almost dragging an officer.
Law enforcement pursued and located HEARD's vehicle, but it was unoccupied. Law enforcement established a perimeter and utilized a K9 unit. Just east of the vehicle in an area of brush, law enforcement located a black Glock style pistol without a serial number, a cartridge in the chamber, an extended magazine containing cartridges, and a small jar of suspected marijuana. The glock and magazine were processed for DNA. A BCA report dated 10/30/2025 determined that the DNA profile from the pistol magazine and baseplate was a mixture and that HEARD could be a contributor.
The qualitative equivalent used in connection to HEARD is the highest provided by the BCA. A warrant is requested due to the public safety risk posed by this offense.
