Brooklyn Park police say Melchizedek Kpaan was taken into custody Friday morning in North Ridgeville, a suburb west of Cleveland, where officers had tracked him following a second-degree murder warrant.

According to the federal indictment unsealed Tuesday, Vance Boelter is accused of stalking and killing Melissa Hortman and her husband Mark, and of traveling to multiple homes of elected officials with the intent to intimidate or murder.

Officers were called just before 8 p.m. to the 7000 block of Lakeland Avenue North, where they found the teen with a life-threatening gunshot wound. They began life-saving measures until paramedics arrived, but she was later pronounced dead.

Prosecutors have charged Hassan Papee Kamara, 21, of Minneapolis and Nicholas Sarkor Harris Jr., 21, of Brooklyn Park with first-degree assault causing great bodily harm, second-degree assault with a dangerous weapon and drive-by shooting.

According to a criminal complaint filed in Hennepin County, 57-year-old Vance Luther Boelter dressed as a police officer and used a vehicle equipped with police-style lights to carry out the attacks early Saturday, June 14.

Boelter was being sought in connection with the overnight shootings at the homes of State Representative Melissa Hortman and State Senator John Hoffman.

The suspect fled the scene in a dark-colored SUV with a push-bumper, a spotlight on the drivers’ side, and red-and-blue flashing lights mounted on both the dash and rear window.

No additional details about suspects or possible arrests have been released. There was no publicly available evidence as of publication to confirm a possible connection between the shootings.
