On September 7, 2025, at approximately 11:13 P.M., officers of the Austin Police Department were dispatched to Gerard Academy located at 1111 Street NE in the City of Austin, County of Mower, on a report that T. W-H. (a fifteen- year old female) and A. B. S. (a fifteen-year old female) who had left the facility around 10:00 P.M. And had not returned. On September 9, 2025, Officer Schuweiler was notified that A. B. S. Had returned to Gerard. Schuweiler arrived at the facility and spoke with A. B. S. A. B. S. Stated that on the first night they ran away, she and T. W-H. Met with an Asian male, later identified as PAR REH, DOB/081700, the defendant herein, at a few houses west of the Marathon gas station.
A. B. S. Stated that the defendant was on or near the road when they first saw him and asked him if he had any "smokes." A. B. S. Stated that they hung out at his house for a while and the defendant gave them some beers and meth, A. B. S. Stated she smoked the meth the defendant had given her. A. B. S. Told the officer that she and T. W-H. Then hitchhiked to Albert Lea and slept in a park. She stated that they got a ride back to Austin, were dropped off at the Marathon station, and she went back to the defendant's house.
A. B. S. Said the defendant provided her with meth again that she smoked with the defendant at his house. Officer Schuweiler observed A. B. S. To have dry mouth and eye fluttering, and appeared to be under the influence of methamphetamine. Officer Johnson went to the defendant's residence located at 2112 7* Avenue NE to check for TLW-H, Upon arrival, Johnson made contact with the defendant. Johnson asked if he has any contact with two younger females recently and the defendant stated yes. The defendant stated that A. B. S. Approached him at approximately 4:00 p.m, to use his phone.
The defendant said he allowed it, and she used it to contact with someone via Instagram. The defendant advised that A. B. S. Then left walking. Officer Johnson asked the defendant about smoking meth with A. B. S. That day and the two days prior. The defendant admitted to providing both A. B. S. And T. W-H. With cigarettes and beer. The defendant stated that A. B. S. Told him she was 18 and T. W-H. Told him she was 21. The defendant then said he provided a singular beer to T. W-H. The defendant stated that he was just trying to be a nice guy and denied any narcotic use with the juveniles.
Officer Schuweiler later spoke with the defendant. The defendant denied offering/providing meth to A. B. S. Two days prior but admitted to providing her meth that day. The defendant stated the meth pipe was in the basement and that there was no more meth. The defendant stated that there was only enough for one hit. Officer Johnson asked the defendant why he had lied. The defendant stated that he was scared, and he did not want to get into trouble. The defendant was placed under arrest. Det. Strouf applied for and was granted a search warrant for the defendant's residence.
