On 11/18/2025 at approximately 1840 hours, Officers responded to a report of a gun being fired near 19** Newton Ave N in Minneapolis, Hennepin County. Officers arrived and made contact with the reporting party who showed Officers security camera footage of the incident. In the camera footage, Officers observe an individual dressed in a brown coat with a distinct orange scarf point a handgun into the air and fire one round. The individual is then seen tampering with the handgun as he walks away. The description of the suspect and their location of travel is dispatched to other officers.
A nearby Officer that received the dispatch then observed an individual matching the description of the suspect coming from the location of the incident. The Officer stopped the suspect and detained him. The Officer conducted a pat frisk of suspect and located an MN ID card for an Anthony Zeigler. The Officer asked suspect to identify himself and suspect identified himself as Anthony. The Officer then conducted a background check and found that Anthony Ziegler had a warrant for his arrest. The Officer then placed suspect under arrest, and during a search incident to arrest the Officer found suspected narcotics on suspect’s person.
Suspect was then transported to HCMC to be evaluated for suspected overdose. At HCMC, suspect was positively identified as Melvin Sidney Collins, Jr., [DOB REDACTED], Defendant herein. On 11/24/2025, Officers weighed and tested the suspected narcotics found on Defendant at the time of arrest. The results found the suspected narcotics to be 1.69 grams of fentanyl. Defendant is not in custody.
