Upon arrival, Sergeant Gatzke was informed that two bindles with a grey substance inside had been found on an individual identified as PERCY EDWARD JACKSON, [DOB REDACTED] [hereinafter defendant]. Upon further investigation, Sergeant Gatzke learned that an incident occurred in the defendant’s cell, in which jail staff observed the defendant to be flushing controlled substances down the toilet. The defendant was removed from the cell to be searched, and two bindles were located on his person [hereinafter item 3]. The substance was tested and rendered positive for fentanyl weighing approximately 4.59 grams with packaging.
At approximately 11:00 am the defendant was transported to Mercy hospital, Sherburne County, MN for an unrelated matter. At approximately 2:44 pm, Sergeant Gatzke was informed by jail staff that two more bindles had been located in the defendant’s hair. The substance was tested and one bindle contained buprenorphine and naloxone weighing 1.40 grams [hereinafter item 2A and 2B] and the other bindle contained fentanyl weighing 1.43 grams [hereinafter item 1]. The following day on December 30, 2025 Investigator Vlasak responded to the Sherburne County Jail, as the defendant was requesting to speak with law enforcement concerning the controlled substances previously found on his person.
Investigator Vlasak met with the defendant inside the jail. The defendant informed Investigator Vlasak that he had additional controlled substances on his person and pulled a plastic baggy from his sock that contained an unknown substance and handed it to Investigator Vlasak. The substance was tested and rendered positive for cocaine and fentanyl weighing approximately 6.56 gram [hereinafter item 4]. The substances were sent to Midwest Regional Lab for confirmation testing. On January 20, 2026, the lab confirmed Item 4 contained cocaine, fentanyl, and xylazine weighing approximately 3.412 grams On January 28, 2026 the lab confirmed Item 3 contained cocaine, fentanyl, and xylazine weighing approximately 4.128 grams, Item 2A and 2B contained buprenorphine and naloxone weighing approximately 1.06 grams, and item 1 contained cocaine, fentanyl, and xylazine weighing approximately 1.263 grams Defendant has a prior controlled substance conviction from 2023 (02CR232307) PLEASE TAKE NOTICE: Pursuant to Minn.
