On April 16, 2026, at 7:02 P.M., Saint Paul Officers were dispatched to a strip mall at Maryland Avenue East & Etna, Saint Paul, County of Ramsey, on a call of suspected drug dealing. Officers arrived, observed numerous people on the east parking lot, and ordered them to leave. One male-later identified as QUO VADIS M VACHON PITCHFORD, [DOB REDACTED]-walked over to officers and advised he was not going to leave. He was advised that he was loitering, but he still refused to leave. Officer Wells told PITCHFORD he was going to pat frisk him.
Officer Wells grabbed PITCHFORD’s hands. PITCHFORD grabbed Officer Wells’s left arm. Other officers handcuffed and arrested PITCHFORD for Obstruction. Officer Wells began to search PITCHFORD’s pocket and explained the narcotics complaint to him. PITCHFORD responded, “I don’t care about your narcotics complaint cuz I don’t have narcotics on me, so f*** you and your department.” PITCHFORD spit on Officer Wells, saliva landing in the officer’s eyes and mouth. PITCHFORD was told he was going to be charged with Assault 4th Degree.
PITCHFORD said, “I don’t give a f***” and spit toward Sgt. Wanschura’s face. During a search, a small baggie with marijuana was found on PITCHFORD. The original caller was DG. During a telephone conversation later, DG said he saw 10-15 people on the Etna Street side of the building. He said he saw people dealing drugs from inside and outside of cars. When asked for more specific information about what he saw, DG said to check the cameras.
