On September 22, 2025, at approximately 6:34 A.M., Mower County Sheriff's Deputies were dispatched to a stolen vehicle call at EDP Renewables, [ADDRESS REDACTED], LeRoy, MN. The site manager advised that a window was smashed in a pickup truck outside and a garage door opener taken. The garage door opener was used to enter the shop where a utility truck (2017 white Ford F250) was stolen. The manager advised deputies that the truck was outfitted with GPS monitoring and they were able to monitor the location of the truck.
The time stamp on the GPS showed that it was activated from movement at 2:26 A.M., but the time stamp on the vehicles are one hour ahead of the actual time. The Site Manager for Vestas, a business that shares the space with EDP, indicated they found a Bauer Built service truck parked near a dumpster at their building. The owner of that vehicle arrived shortly after discovery and indicated it, too, had been stolen. They saw several of the overhead doors were ajar and one of their trucks had been pulled out and into the lot and had the window down.
They verified that none of the employees had moved the vehicle. The EDP manager kept law enforcement updated as to the vehicle's movement through the GPS pings. They were advised it was in lowa but was coming back into Minnesota. Deputy Krebsbach got into position on the road it was travelling and observed the white F-250 service truck pass him at a high rate of speed. He was able to observe that the driver was a white male, wearing a neon green hi-visibility hooded sweatshirt with the hood pulled up over his head.
He got behind the truck and noted the license matched that of the stolen truck. The stolen truck continued at a very high rate of speed, despite Krebsbach having activated his emergency lights. Krebsbach called off the pursuit after approxiamtely 50 seconds (over a mile of travel) due to the wet gravel conditions and safety concerns. He continued to look into the area for the truck and some citizens flagged him down and pointed to the bike trail going into the State Park. They indicated the vehicle had gone in there.
Deputies searched but were unable to see the vehicle. Eventually, Krebsbach located it in the area of 15th St/Industrial St, LeRoy, in a field on State Park owned land. The vehicle was recovered by EDP Renewables, There was no driver located at the scene. EDP Renewables later reported that a Hytorc brand pump was missing from the truck as well as over $26,000 in tools used to maintain the windmills. Deputies were advised that a potential suspect in the burglary and theft was Andrew Carl Leff, DOB/052407, hereinafter the defendant, who had stolen other vehicles from the area and was on probation.
He had recently been released from Olmsted County for motor vehicle theft charges. The deputies followed up on pings that showed the truck at Kwik Trip in Stewartville at approximately 5:17 A.M. The truck had been stopped there for two minutes and eight seconds. Det. Sorenson went to the Kwik Trip and got the video footage showing the driver of the truck. Krebsbach compared the video footage to a recent booking photo of the defendant and positively identified the defendant. Deputies spoke with the defendant's probation agent and learned he had an appointment with her later in the day.
