On April 13, 2026, around 11:52 A.M., officers responded to 11738 3rd Street apartment 207, in the City of Blaine, Anoka County, Minnesota to investigate a domestic altercation. As Blaine Officers arrived in the area they located K. M. B. [DOB REDACTED] and her three children, sixteen-year old Child 1, ten-year old Child 2, and two year old Child 3, at a nearby park. K. M. B. Told police that her husband later fully identified as Donald Buchanan, Jr. [DOB REDACTED], hereinafter the Defendant, had been threatening to kill her and the three children for years.
She said that he manipulated and terrified her and the children using physical violence and emotional manipulation to subdue primarily K. M. B. And Child 1, but also used a belt to injure and intimidate Child 2 as well. Physical violence included the Defendant hitting Child 1 and Child 2 with a belt hard enough to leave marks. The children became accustomed to covering themselves with additional blankets to reduce visible injuries. The morning of April 13, was no different, and when the children did not wake up, he stuck both Child 1 and Child 2 with a belt.
Over several weeks she and Child 1 planned to escape the home while the Defendant was showering. His threats also included removing his firearm from the safe and placing it in the closet nearest the shower so that if police came while he was in the shower he would “blow their heads off” referring to each member of his family, and then shoot police because he did not want to be put in a “box” - referring to his fear of going to prison. K. M. B. Believed the Defendant was primarily paranoid about being charged and “doing 40 for statutory” because he impregnated K. M. B. When she was 15 years old, when he was 21 years old.
K. M. B. Had lied to other people to avoid the suspicion that Child 1 was Defendant’s child. The Defendant regularly monitored the whereabouts of K. M. B. And Child 1. He used GPS tracking devices, a remote listening device that K. M. B. Was obligated to carry, so he could monitor her conversations with others when she was outside of the home. Despite her terror at leaving, K. M. B. Said she had decided to flee, because she began to discover signs that the Defendant was engaging in a sexual relationship with Child 1. When Child 1 confirmed the relationship approximately two weeks before April 13, 2026, she decided they had to get out.
During a Forensic interview of Child 1, Child 1 disclosed that the Defendant had first spoken with her around the age of 14 years old about being her "trial boyfriend.” Child 1 disclosed that the Defendant had sexual intercourse with child 1 many times at their apartment in Blaine over the next several years. Initially the Defendant would use condoms during intercourse, but that didn’t allow him to “feel enough” and it was tearing up Child’s 1’s “insides” because the child [NAME REDACTED]. Child 1 said that they would have sexual intercourse at least weekly but often multiple times a week if he was “really into it.” Child 1 described that the Defendant began to buy Plan B via Grub Hub or DoorDash from CVS or Walgreen's using CashApp, and described the process that they would use to attempt to hide the packaging from K. M. B. Child 1 reported that the last time they had sex was a week or two before the Forensic interview. 11738 3rd Street apartment 207 is a three-bedroom apartment, however, the Defendant, K. M. B., Child 1 and Child 2 all sleep in one room of the home.
