Probable Cause
On March 29, 2026, at 4:34 P.M., officers with the Woodbury Police Department received stationary automated license plate reader (ALPR) notifications that a vehicle had passed through the area of the Tamarack Village shopping center, in which the registered owner had a driver's license that was cancelled inimical to public safety. Officer Milbauer arrived in the area and located the vehicle turning onto Radio Drive, just south of Interstate 94 in the city of Woodbury, Washington County. Officer Milbauer visually confirmed that the person driving the vehicle matched the description of the registered owner, JILLENE ANGELA HORTON, [DOB REDACTED]. Officer Milbauer initiated a traffic stop and made contact with HORTON, who was subsequently arrested.
During a search of HORTON'S backpack, officers located a small plastic baggie containing a crystal-like substance, which later field-tested positive for methamphetamine and weighed 11.32 grams.
